	China electricity construction equipment and materials centralized gathering platform service terms
	The Terms and Conditions set forth in this Agreement (hereinafter referred to as "Terms") apply to the use of China Electric Power Construction Equipment Collection Platform (http://ec.powerchina.cn/) (abbreviated as "Collection and Collection Platform"). China Electric Power Construction Equipment Collection and Collection Platform shall provide you with the services enjoyed in accordance with the following Terms and Conditions. Please read them carefully and abide by them.
	Products and services:
	Any enterprise, organization or individual registered on the collection platform and certified by the collection platform shall be deemed to be the user of the collection platform, and agrees to enjoy the rights and perform the obligations in accordance with the provisions of these Regulations.
	Two. Registration and certification service of centralized mining platform.
	According to the relevant laws of the People's Republic of China, all enterprises, organizations and individuals who have the capacity for civil rights and civil conduct and independently enjoy civil rights and undertake civil obligations in accordance with the law are eligible to apply to become users of the collection platform.
	Enterprises, organizations and individuals who intend to use the products and services provided by the platform must accept and abide by the relevant provisions of the platform for bidding registration or certification; the validity period of the registration is one year, and the validity period of the integrity certification is related to the time limit of using the platform products.
		1) registration of collecting platform
			1. In order to ensure the "openness, fairness and impartiality" of the bidding activities and the normal operation of the bidding work, users who engage in the bidding activities or work related to the products/platforms of the collecting and collecting platforms must register for bidding (free of charge) before they can obtain the corresponding operational qualifications.
			2. registered users of centralized mining platform include purchasers, suppliers and tendering agencies. All of them adopt the method of "online application, online filling, information verification" and implement the annual inspection system.
		2) integrity certification
			1. Integrity certification is an important part of user service management of the platform. Users who purchase products and services related to the platform can apply for the service of integrity certification.
			2. According to the relevant requirements of integrity certification, users applying for certification must provide the platform with information including, but not limited to, the User Application Form (stamped with the unit's official seal), the business license copy (stamped with the unit's official seal) and so on. Certified users must carry out the annual inspection system.
			3. Authenticated users will get the corresponding identification in the network or station of the platform, and enjoy the corresponding service of the platform preferentially. At the same time, in their own publicity materials and other external activities, display and reflect the unit for the integrity of the user information and content certification, and in their own web pages and documents on the use of relevant registration or certification logo.
		3) annual inspection of collecting platform
	In order to create a safe and stable e-commerce environment, the collection platform implements an annual examination and verification system for bidding registration users.
		1. One month before the expiration of the validity period of the registration, the platform will remind users of the annual inspection by means of information reminder, mail notification or telephone notification.
		2. Annual inspection is the re-examination of bidding registration information. The application process for annual inspection is consistent with the bidding registration process.
		3. Users who pass the annual inspection will extend their service validity for one year according to the time of the annual inspection; if the users do not carry out the annual inspection, the collection platform will stop its relevant business and related product services under the collection platform.
	 Three, user account management regulations for centralized production platform
		1. Registered users will have a common collection platform account, and free use of the specified products and services. If users need to use other products or services, they must also pass the qualification certification, personal real name certification or other registration information verification procedures.
		2, users can change their account passwords. The user shall be fully responsible for the security of the account and password, as well as for all activities or acts performed using the account. If the user discovers that the account has been illegally embezzled or other security vulnerabilities, he should immediately notify the Collection Platform Customer Center.
		3. Without the written permission of the platform, the user shall not sell, resell, donate, lend or lease the user's name/account, password, related services and information obtained from the platform to a third party or for other commercial purposes. Otherwise, all consequences and liabilities arising therefrom shall be borne by the user; at the same time, the gathering platform shall have the right to unilaterally suspend the services provided to it.
	Four. Information and user data rights
		1. The platform has ownership and copyright for its products and related information. Without the written permission of the platform, the user shall not use it for sale, resale or other commercial purposes without authorization.
		1) If a user discovers that the services and information provided by the products of the platform are used for commercial purposes and compete with or impair the interests of the platform, the platform has the right to terminate its user qualification unilaterally, and the remaining service term fee shall not be refunded.
		2) If the mining platform considers that the registered users and the mining platform are competing with each other and causing damage to the normal operation of the mining platform, it may refuse to apply for and register.
		2. Users hereby grant the Collection and Collection Platform the right to use, copy, distribute, translate, distribute, execute and display the User's Information or to produce its derivative works in any form, medium or medium, free of charge according to the requirements of the operation and service users. If the user considers that the user's lawful rights and interests are damaged by the user's use of the user's data, and objections are raised against the use of the user's data, the platform shall cease to be used but shall not be liable for revoking the acts of non-actual damage and for any compensation, and shall have the right to determine whether or not the user is liable. The service relationship between the platform and the user should be terminated, and the remaining service period fee will be repaid without interest.
		3.Users register on the centralized purchase platform and submit data, that is, the default centralized purchase platform shall obtain authorization for comprehensive identification and risk assessment of user information.
	Five, user legal liability
		1. Users shall ensure the validity and authenticity of the "User Information" submitted to the Collection and Collection Platform in the process of registration, authentication, sending and receiving mail, and using services, and shall bear full responsibility for this.
		2, users should take full responsibility for any information they publish on the collecting platform and products.
		3. Users shall abide by relevant laws and regulations of the state, and shall not use collecting platforms and products to engage in any activities that violate laws and social morality; shall not transmit any illegal, harassing, slandering, abusive, threatening, harmful, vulgar, obscene and other information; shall not transmit any information that promotes the development of the country; Adverse conditions and information concerning national security shall not interfere with the service order of the platform; otherwise, the platform shall have the right to cancel its account and the relevant systematic records may be submitted to the judicial organs as evidence.
		4. Users are not allowed to sell, transfer, or donate their account numbers, passwords and related services to any third party, and all the consequences and responsibilities arising therefrom shall be borne by users. In the case of the above, the platform has the right to inform the users by telephone, mail or fax. The platform has the right to stop the service after the warning is invalid and unilaterally terminate the service provided to the users.
		5, the dispute between the user and the subscriber and the winning bidder will be resolved by itself.
	Six. Exemption clause
		1. Because of natural disasters or force majeure (e.g. maintenance of software, system service equipment, maintenance, termination of telecommunication line service by operators of basic telecommunication services), the network can not access or provide normal services, and the gathering platform does not assume responsibility.
		2. Users shall bear all risks and liabilities for the use of any information obtained by downloading the services provided by the products from the collection platform.
	Seven. Other
		1. After the termination of the service, the Collection and Collection Platform is not obliged to retain the original account number or any relevant information for the user, or to forward any information not read or sent to the user or a third party.
		2, the platform has the right to change or change the terms of the service agreement. If there is any change in the terms, the platform will be published on the notice. After the notification is released, the user has the right to choose new terms or to suspend the use of "service" as required. If the user continues to use the service after the notification becomes effective, it will be deemed to accept the new "terms".
		The power of interpretation of this Ordinance belongs to the collection platform.
